Some opportunities only require a Qualifications Statement to be submitted for an initial round of selection. We place as much importance on this seemingly simple submission as we do on a complete proposal. By proper selection of experience and by “ghosting” the opportunity through evocative descriptions of that experience, the Qualifications Statement can become an effective and responsive proposal in its own right.
