Once specific competitive opportunities become available, whether through the RFP process or other selection mechanism, we conduct a thorough analysis of the evaluation factors to be used in awarding development rights. We interpret these factors in light of our understanding of the development situation and environment, and we assign subjective weights to these factors. Based on these relative weights craft a team with the right elements, a conforming development plan, and a fully responsive proposal.
